Little, Bates, Kelehear & Toland, P.C. is the product of two prominent Dalton law firms: Little & Adams, a partnership composed of Samuel F. Little and Robert Adams, and Bates, Kelehear & Starr, the partnership of J. Raymond Bates Jr, L. Stephen Kelehear and Harlan M. Starr.
After the untimely death of Harlan M. Starr in 1998, the opportunity for the two firms to merge and to maximize the energy and expertise of their principles arose. The new firm established their offices on the top floor of the Landmark Building in Dalton, the new name of the historic Hotel Dalton built in 1922.
Bob Adams left the firm in 2000 when he was appointed by Governor Roy Barnes to the position of Superior Court Judge for the Conasauga Circuit, which comprises Whitfield and Murray County Georgia. Robert Adams held this position until his retirement in 2012. Samuel F. Little passed away in 2017 .The firm is now composed of three partners: J. Raymond Randy Bates, L. Stephen Sparky Kelehear, James "Jim" E. Toland and associate Thomas "Tom" C. Causby.
